Fawley Waterside
Background
The former Fawley Power Station site had originally been promoted as a landmark mixed-use scheme including around 1,500 homes, leisure uses, a marina and approximately one million sq ft of commercial development. By the time Quadrant was appointed, concerns had emerged around viability, deliverability and infrastructure costs, requiring an independent reassessment of the project, its risks and future strategy.
What We Are Doing
- Undertake a full strategic review covering planning, governance, legal agreements, infrastructure, viability, market positioning and exit options.
- Stabilise the asset through occupational regularisation, lease restructuring, rent reviews and active management of interim income from open storage and marine-related uses.
- Lead the repositioning of the site around its core strengths: deep-water access, Freeport status, National Grid connectivity, power infrastructure and proximity to the Solent energy cluster.
- Assemble and manage the team delivering a new commercial-led masterplan focused on energy, marine, employment, infrastructure and long-term optionality.
- Engage with planning authorities, National Grid, Hynamics, Solent Freeport and wider stakeholders to build support for a new employment-led planning strategy.

Meet the team who are working on the Fawley Waterside project
Sebastian is a chartered surveyor whose career spans investment, development and debt advisory, giving him a holistic perspective across the full real estate lifecycle. After graduating from Oxford Brookes University with a degree in Real Estate, he began his career at Tritax Symmetry, where he developed a strong grounding in strategic land promotion and industrial development. He subsequently joined Montane Partners, working across a broad range of investment and development opportunities, including residential led shopping centre redevelopment and core-plus retail investment. Most recently, he led acquisitions and origination for a Brookfield-backed BTR investment JV. Sebastian joins Quadrant to support the continued growth of the Strategic Development team, bringing with him a wide ranging and cross sector real estate experience.
Kylie has extensive experience in retail, office and mixed-use sectors, particularly in Central London and The City. She joined Quadrant in January 2025.
Kylie is a qualified Chartered Surveyor, having started her real estate career at DTZ before moving into portfolio management at Custodian Capital. She spent 10 years at M&G Real Estate, managing a diverse UK portfolio before specialising in Central London and City mixed-use and office assets.
Kylie leads Quadrant’s Strategic Development team, advising clients on asset positioning, development potential, value enhancement and long-term strategy to maximise performance and unlock opportunities.
Patrick has over 35 years’ extensive experience working in the UK property market with the last 15 years spent implementing large complex mixed-use developments in Central London.
Having been a partner at Donaldsons, in 1997 Patrick joined the Southern Properties Group as a partner where he built up a mixed-use development and investment portfolio. Under his direction, Southern Properties acquired and managed a commercial property fund for a private family office and in 2007 he worked with Ilchester Estates to form a joint venture with Chelsfield to acquire the former Commonwealth Institute site in Holland Park. In conjunction with Chelsfield he then led the development of the new Design Museum together with 55 luxury apartments, known as Holland Green, with a GDV of £440m.
In 2016 Patrick was appointed Chelsfield’s London development director where he was responsible for the K1 Knightsbridge development owned by The Olayan Group. The 330,00 sq ft mixed use scheme, with a GDV of in excess of £700m, to include retail, office and residential, behind a listed façade, included three levels of new basement excavation adjoining the London Underground infrastructure. Pre-lettings of the retail were secured to Apple and Burberry and a new benchmark for office and retail rents was established in Knightsbridge.
Patrick is now development director at Quadrant where he is fully involved with their development pipeline.
